Firstly, your brother is Lord 3 (Venus) he is in his Detriment, but very close to live that, and enter Taurus where he will be the Ruler, Also he just enter the 9th House from the 8th, this also is a nice move He will soon meet Jupiter which is the lord of his Health which is also in Detriment, going to Exaltation I think now he is in a very bad situation, but that will change very soon.
